Two Rivers Urban Park Sustainable Neighbourhood Observatory, Maitland and Ndabeni,

CTS was appointed to review existing studies that have been undertaken for the Two Rivers Urban Park area. The first phase of work undertook to provide sufficient information to define the extent and focus of further planning, design and stakeholder engagement processes required as well as outline the necessary legal town planning procedures and associated risks, in order to realise the full value of the Two Rivers Urban Park.

TRUP Local Area Sustainable Neighbourhood

Observatory/ Maitland/ Ndabeni Area, Cape Town, Western Cape, South Africa

This is a significant project of the Western Cape Government’s Cape Town Central City Regeneration Programme (CTCCRP). The Western Cape Government owns several precincts and properties within the Two Rivers Urban Park (TRUP) Local Area; the Oude Molen and the Alexandra Precinct have been earmarked for development. City Think Space worked in collaboration with a dynamic team that included the Sustainability Institute, conventional and sustainable engineering specialists.

Previous planning and feasibility exercises focussed narrowly on the development parcels within the TRUP boundary and came up against infrastructure constraints to any further development. This project puts forward an urban design concept for a sustainable neighbourhood that relates to a wider area surrounding the TRUP.  This substantial area includes adjoining sites in Ndabeni and Maitland and encompasses an area of 116 hectares, and is comparable in size to the Cape Town’s City Centre.

The concept proposes the transformation of the wider area into a high-density, mixed-use, sustainable, low-car, NMT and public transport orientated neighbourhood that will demonstrate an alternative approach to local area planning, provide real solutions for housing the poor and be a catalyst for regeneration in the city. The TRUP LA Sustainable Neighbourhood is envisaged as a pilot project for South Africa, embracing green technologies and a sustainable transport model.

A high-level urban design concept was formulated for the new neighbourhood. Various development scenarios were tested, and provide the basis for the engineering and sustainability consultants’ input. High-level urban design ‘fixes’ are provided for the Western Cape Government-owned Oude Molen and Alexandra Precincts.
